Inclusion rules
- Age-safe is a hard filter. Failing content is excluded, not labeled.
- Last-verified dates ship on every directory entry. Quarterly re-verification moves changed/dead links to an action queue; dead links get Wayback treatment where possible.
- Public-domain government courseware (FSI, DLI GLOSS, Peace Corps) is the anchor for hubs that have it.
- Hubs are data, not prose. Hard floor of quality verified entries — no generated essays.
- Affiliate integrity: underserved hubs stay affiliate-light; monetize pillars and mid-tier with honest placements.
